Scenario: Fresh Machine (Windows Only)

Cause

On a new machine, the flexnetls_licenses.ks file is not created until the service has run at least once. Because the import requires the same flexnetls_licenses.ks file used during export, it must be copied from the original system before running the import.

Fix

Copy the flexnetls_licenses.ks file from the old machine to the trusted storage directory before running the import.
