Web service to manage users.

Introduction

The User Administration service manages users (by creating, importing, updating, and querying operations) in both the FlexNet and directory service domains. The service also imports user groups from directory service domains and manages their access to FlexNet Operations. To add a user, there must be existing roles in the FlexNet Operations database.
