Device with Associated Licenses Properly Obsoleted

Previously, users who had permission to manage devices but did not have permission to manage entitlements were unable to obsolete a device to which entitlements were mapped. In this release, permission to manage devices is sufficient to obsolete devices that have entitlements. Permission to manage entitlements is not required.
