Manual activation is useful when there is no Internet connectivity directly on the host. The activation request is generated and written to a file by a FlexNet Publisher activation utility running on the machine where the license is to be activated, then the request is emailed to the publisher. The publisher uses FlexNet Operations to generate the response XML file. Alternatively, the customer can use the End-User Portal to submit and receive the response XML file.
