License Management Enhancement in 2023.11

The following enhancement for the management of licenses was added in the 2023.11 release.

Ability to Handle UMN1/UMN2 Changes for FlexNet Publisher Activation

Previously, if FlexNet Operations LLM once received a request with UMN1 and UMN2 both present, it would not tolerate a change to one of those values. This behavior resulted in an unsuccessful license repair/return. In the 2023.11 release, LLM tolerates a change to one of those values so long as the other remains unchanged.
