activationId	NonEmptyString	1..1	Required. The activation ID of the activatable item whose license being generated.
Reason	string	0..1	Optional. This must be an integer value from 0 to 9. A value of 1 indicates a re-install. All other values are considered to be a new installation. (For a served trusted license model, the behavior of a reinstall is different than a new installation.)
Count	string	0..1	Optional. Specify the seat count for this activatable item, if required by the license model. The count can be an integer or the string, all. Required for served license models. The fulfill count for an uncounted license model is always 1, regardless of the count value in the request.
VendorDictionary	Dictionary	0..1	Optional. A collection of fulfillment-time attributes (either FlexNet or custom license attributes). See Dictionary.
