ISUWP18 applies to UWP app scenarios.

Message (Error)

This package contains one or more InstallShield XML File Changes items that are performed during an installation. UWP app packages do not support modifying XML files.

Description

ISUWP18 checks for the presence of built-in InstallShield support that modifies XML files.

Corrective Action

The flagged configuration must be moved from the installation to the application in order to support the use of a UWP app package.
